DAB Holds Meeting on Expanding Electronic Payments, Digital Revenue Collection

January 11, 2026- First Deputy Governor of Da Afghanistan Bank (DAB) Sediqullah Khalid chaired a meeting with officials and representatives of the Association of Electronic Money and Payment Institutions of Afghanistan, focusing on the expansion of electronic payments and the digital collection of revenues.

Both sides discussed the implementation of a decree issued by Amir al-Mu’minin (may Allah protect him) on revenue collection through digital systems, as well as the general strategy for expanding electronic payments approved by the Prime Minister’s Office.

The meeting also discussed the responsibilities of relevant agencies under the general strategy for expanding electronic payments, highlighting the role of electronic payment institutions (EPIs), the process and digital revenue collection, transitioning from cash to electronic transactions, as well as opportunities, challenges, and potential solutions.

First Deputy Governor Sediqullah Khalid stated that, through persistent efforts, DAB obtained approval for the general strategy on developing electronic payments from the Prime Minister’s Office.

“Implementing the strategy will, on one hand, facilitate modernization of the financial system, enhance transparency, and strengthen accountability; and on the other hand, it will enable the provision of fast and modern financial services to the public, particularly in remote areas where bank branches are not available,” Khalid said.

He stated that the implementation of the strategy is not the responsibility of a single institution but a national duty, and that all relevant agencies and institutions, particularly electronic money and payment institutions (EMPIs), must play their necessary role, strengthen their active presence in the market, and provide improved services to the public.

He further added that digitalization would transform Afghanistan into a developed, civilized, and financially stable country, enabling it to compete with global economies.

Praising the efforts of DAB and the commitment of the Islamic Emirate of Afghanistan, representatives of EMPIs described the development and approval of the strategy as a major achievement. They also shared their challenges and suggestions, and DAB assured them of its cooperation in the relevant areas.

It is noteworthy that an action plan has been developed based on the strategy, and effective and practical steps will soon be taken in coordination with EMPIs.

The Director General of the Governor’s Office, Fida Mohammad Faizan, emphasized the importance of public awareness in implementing the general strategy to expand electronic payments, adding that relevant institutions may launch public awareness programs to the people in this regard.

It is worth mentioning that DAB is committed to ensuring that all citizens across the country have easy access to financial services and benefits from the formal financial and banking services.
