Directorate General of Risk Management and Compliance
The Directorate General of Risk Management and Compliance (DGRMC) was established in 2008 within the organizational structure of Da Afghanistan Bank (DAB). Furthermore, due to the urgent need for a dedicated compliance unit, the Directorate was established in 2019, with assigned responsibilities.
The DGRMC operates to safeguard the integrity and reputation of DAB, and ensure the establishment of a sound, secure, and risk-free banking system—particularly against money laundering, proceeds of crime, and other related risks.
Objectives:
The primary objectives of the DGRMC include protecting the reputation of DAB by assessing, identifying, and analyzing operational risks, investment risks, technology risks, regulatory risks, liquidity risks, payment system risks, and credit risks of the Bank. Moreover, the Directorate is responsible for developing a risk-mitigation plan for the identified risks.
In addition, enforcing sanctions lists and implementing the relevant procedures and checklists for transactions processed through DAB are among the key responsibilities of the Directorate, aimed at safeguarding the Bank’s operations and protecting it from misuse by money launderers and terrorism financiers.
It is worth noting that analyzing the risks related to the Business Continuity Plan (BCP) and crisis-exit strategy of DAB—especially during the implementation phase in the alternate site—is also one of the key objectives of the Directorate. In this regard, the following areas are taken into consideration:
- Assessing and monitoring high-risk situations within DAB, particularly in vulnerable areas;
- Developing time-bound programs for reducing the risks of potential incidents within the DAB;
- Conducting continuous training programs for employees of the central offices and all regional zones;
- Creating awareness programs on risk reduction and possible incidents.
Organizational Structure:
The organizational structure of the DGRMC, including the directorate and deputy directorate, comprises sections such as the senior risk assessment section and compliance section, as well as risk assessment & compliance, executive, and workers sub-sections, with a total of 18 staff members.
